Chinese Telegraph Office in Hongkong.

Commissioner of Foreign Affairs told me privately

that he was informed by Nanking Central Government that

Governor had made a secret agreement at Peking to close

office and he was instructed to protest against this as

violation of 1884 agreement.

I explained position of which he was entirely ig-

norant and urged that Canton authorities should request

removal of office to Chinese territory. He asked for

time to consider this suggestion.
